Who is leaving Britain and what it costs to stay

National Insurance when you live abroad: what can you pay?

Do I have to pay National Insurance while working abroad?

Sometimes. National Insurance is the UK contribution system that helps build entitlement to benefits such as the State Pension. Working abroad can still leave you liable for UK contributions, depending on the work and the relevant social security agreement.

Check compulsory cover first. A voluntary payment fills an eligible gap; it does not replace contributions you must pay. HMRC’s NI38 guidance, updated 7 July 2026, explains work abroad and the agreement routes.

Which rules apply to 2025-26 and earlier years?

For voluntary National Insurance abroad covering 2025-26 or earlier, the ordinary entry test is 3 consecutive years living in the UK or at least 3 years of contributions in total. For Class 2, you must also have worked in the UK immediately before leaving and be working, or have worked, abroad.

Class 2 and Class 3 are different contribution categories. Class 3 is voluntary gap-filling cover. HMRC’s National Insurance Manual NIM25001 explains that payment is subject to eligibility, payment methods and time limits.

The main change described below starts in April 2026, rather than April 2025. Choose the rules for the year the gap relates to, even if you make the payment later.

What changed on 6 April 2026?

For periods abroad from 6 April 2026, the ordinary voluntary Class 2 route ended. New Class 3 applications generally need 10 consecutive years of earlier UK residence or 10 years of qualifying paid National Insurance contributions.

The contribution test includes qualifying UK payments, contributions treated as paid under the rules and specified contributions while working abroad. Credits and most voluntary contributions paid for other periods abroad do not count. A pension record showing ten qualifying years does not by itself prove you meet this entry test.

These are HMRC’s current rules for voluntary contributions abroad, checked 25 October 2026. Volunteer development workers have special arrangements; check NI38 if that describes your work.

Can existing payers keep the earlier eligibility test?

There is a transition for people who applied for voluntary contributions for 2024-25 or 2025-26 by 5 April 2026. They must pay the contributions applied for by 5 April 2027 and apply for Class 3 for 2026-27 by that same date.

HMRC’s transition guidance, published 14 July 2026, says these arrangements stop once you return to live or work in the UK. They preserve access to Class 3 under the earlier test, rather than continuing the ordinary Class 2 route.

How do I apply using CF83?

For a first application or after a break, use HMRC’s CF83 service. Have your National Insurance number, addresses, departure date and UK and overseas work history ready.

If HMRC has written to say your Class 2 arrangement ended, use the transition form it directs you to. Otherwise use CF83. Wait for HMRC’s approval and payment details before sending money.

If you are over State Pension age or within 6 months of it, contact the International Pension Centre. The CF83 service cannot process that application. These application rules come from HMRC’s CF83 guidance, updated 7 April 2026.

Will filling a gap increase my State Pension?

Check your National Insurance record and State Pension forecast before paying. Voluntary payments do not always increase entitlement. A missing year is a reason to check, rather than proof that you should buy it.

The usual payment window covers the current year and the previous 6 tax years, with a 5 April deadline for the oldest year. NI38 gives the detailed limits. Ask HMRC which years and amounts it will accept.

Building entitlement and receiving annual pension increases abroad are separate questions. Read the frozen State Pension guide for the country rules and the pension abroad guide for pension payments. Keep your departure records with the moving abroad checklist.

HMRC announced voluntary Class 2 at £3.80 and Class 3 at £19.05 per week for 2027-28, subject to legislation. Eligibility to pay from abroad is a separate question. See the Budget tracker for announcements and effective dates. Check again before paying.

What else do readers ask?

Can I still pay voluntary Class 2 from abroad?

The ordinary route ended for periods from 6 April 2026. Earlier tax years remain subject to the earlier rules. Special arrangements can apply to volunteer development workers.

Does any ten-year National Insurance record qualify me for Class 3 abroad?

No. The contribution route uses qualifying paid contributions. Credits and most voluntary payments for time abroad do not count towards that entry test.

Is CF83 the form for a first application from abroad?

Yes. Use HMRC’s CF83 service for a first application or after a break. A separate transition form is only for people HMRC has written to.

Will paying a missing year definitely increase my State Pension?

No. Check your record and forecast first. A qualifying year does not always add to your pension and contributions do not change the annual-increase rules for your destination.
