Wealth tax UK: proposals, rates and revenue claims
UK wealth tax proposals need a defined tax base and a separate revenue forecast. Campaign estimates are not official costings.

What is the current UK wealth tax proposal?
Patriotic Millionaires UK campaigns for an annual wealth tax. Its proposed rate, threshold and revenue estimate are omitted here because they are not an official policy costing.
A complete proposal must specify which assets count and how debts reduce them. Pension treatment and private-business valuations can change the bill even when the rate and headline threshold stay fixed.
See the Budget tracker for announcements and effective dates.
What has the government announced for high-value homes?
HM Treasury announced the High Value Council Tax Surcharge on 26 November 2025. It is planned for owners of English homes worth £2 million or more from April 2028, alongside existing Council Tax. The announced annual charges run from £2,500 to £7,500. Read the mansion tax explainer for the bands, valuation approach and consultation proposals.
The 2026 consultation covers how the charge would operate, including support for people with low incomes. Announced policy, consultation details and a campaign for a general wealth tax are separate things. Follow the Budget tracker for further announcements.
Would a one-off wealth tax work differently?
Yes. An annual charge requires repeated valuations. A one-off levy on a fixed historic base gives taxpayers different opportunities to change what they own or where they live.
The Wealth Tax Commission’s December 2020 report examined a one-off levy and its practical design. Its analysis cannot supply a costing for every later annual proposal. Payment deferral can help someone who holds valuable assets with little available cash, while delaying receipts.
What does HMRC’s Capital Gains Tax estimate show?
HMRC’s illustrative tax changes release estimated that a ten percentage point rise in the higher Capital Gains Tax rate would reduce revenue by £3,565 million in 2028-29, assuming implementation in April 2026.
That estimate includes expected behaviour under a specified change to an existing tax. People can delay sales or change how income is received. It does not provide a count of emigrants or a costing of an annual wealth tax.
Different policy changes need separate costings. The starting rate and the whole package matter.
How should a forecast allow for people leaving?
A forecast needs an explicit estimate of how affected taxpayers respond. The OBR’s non-dom costing uses departure assumptions for defined groups. These are forecast inputs rather than observed departures.
Those percentages are forecast inputs. The Departures board distinguishes them from observed migration. A past tax payment does not establish the future revenue lost after a move.
Is an exit tax the same as a wealth tax?
An exit charge generally taxes a specified base when residence or another status ends. An annual wealth tax applies while a person falls within its recurring rules. The US expatriation rules and Norway’s wealth tax illustrate different designs.
The UK exit tax guide explains the British departure rules. The Norway article gives worked wealth-tax bills and the Swiss guide explains cantonal asset taxation.
What else do readers ask?
Is there a wealth tax in the UK?
The UK has no general annual net wealth tax (HMRC, 2026-27 rules). The UK has taxes on income, gains and specific assets, plus Inheritance Tax.
What does the wealth tax campaign propose?
Patriotic Millionaires UK campaigns for an annual wealth tax. A campaign proposal is not enacted policy or an official revenue forecast.
Is a mansion tax the same as a wealth tax?
A property charge and a tax on net wealth across assets have different bases. The actual policy rules determine who pays.
Does the HMRC CGT estimate prove a wealth tax loses money?
No. It estimates a specified change to Capital Gains Tax. A wealth tax needs its own design and revenue forecast.
